It All Started with Neil
The Neilom Foundation was established by Davinder K. Anand in honor of his son Dilip “Neil” Anand, who besides being a successful CPA, was very dedicated to helping young people.
Whether helping them get a job, or in sports, he was an avid basketball player and sports fan, car enthusiast, loved to travel and he never missed an opportunity to help young people as he met them around the world. Neil’s personality was vibrant and funny, and once you met him you never forgot him. He would have been very proud of the work of his Foundation.

Dylan Hazelwood, Executive Director and Board Member
Dylan Hazelwood is the Assistant Director of the Center for Engineering Concepts at the University of Maryland, College Park. He believes in the power of technology to help young people live better and more fulfilling lives, particularly when they are helping others.
Alexander Anand, Director of Operations
Alexander Anand owns a custom apparel & graphics company in Maryland. His company also helps young people launch a business of their own. As his father did, he has a passion for helping others in any way he can, especially helping young people accomplish their goals both in business and life.
Davinder K. Anand, Founder
Dr. Davinder K. Anand is Professor of Mechanical Engineering and Director of the Center for Engineering Concepts at the University of Maryland, College Park. He has a passion for helping others to succeed, particularly young people.
Anita Rice, Secretary and Board Member
Anita Rice is an Administrative Assistant at Intelsat in McLean, Virginia. She is a dog lover, and never misses an opportunity to help those in need.
Allison Anand, Board Member
Allison Anand is a physical therapist and is the Clinical Education Specialist at Adventist Home Health in Silver Spring, MD. She is an alumni of the University of Maryland. Her empathy and passion for helping people extends thru both her personal life as well as her professional career.
Subhash Bhalla, Special Projects
Subhash Bhalla, formerly of AT&T, engages with special projects supporting the Foundation’s vision. She has a passion for helping young and underprivileged people in need, both here and around the world.
Joseph D. Gallagher, Counsel and Board Member
Joseph Gallagher is a Partner with Gill Sippell and Gallagher, a law firm in Rockville, Maryland. He is an alumnus of the University of Maryland and American University.
Malcolm O’Hagan, Board Member
Malcom O’Hagan is the founder of the American Writer’s Museum in Chicago and former CEO of The National Electrical Manufacturers Association. Born in Ireland, he was also an avid runner.
Stewart Grubman, Board Member
Stewart Grubman is the Partner in Charge of the Bethesda office of PKF O’Connor Davies, LLP and the senior member of the Affordable Housing Group whose clients he has served for over 35 years in providing safe, decent and affordable housing to special populations including the elderly, people with chronic mental health issues, people who are homeless, veterans and the underprivileged. He is a CPA and a nationally recognized teacher and speaker.
Cimrin Bhalla, Outreach
Cimrin Bhalla is a Research & Development Specialist at Regeneron Pharmaceuticals in Tarrytown, New York. She has a B.S. degree in Molecular Biology from Lehigh University.
